The Aneel (National Electric Energy Agency) approved in 2012 a resolution to encourage solar power in the country: the homes and businesses that use solar panels to receive a discount on your electricity bill. The agency is planning to reduce this to the benefit of the 2020, but the president, Jair, jair bolsonaro has said this Tuesday (may 7) that the issue has been resolved: “the Sun, do not worry, you will not be charged a fee”.

Jair bolsonaro made it to a meeting with Rodrigo, Clean Birth, and one of the directors of the agency (Aneel). The president said that “we will do the right thing, the question is not to tax the sun.” The agency, an independent agency linked to the brazilian Ministry of Mines and Energy, said that his decisions are to be made by the directors, appointed for a term of four years, and that the next meeting would occur on the 21st of January.
The discussion is focused on a subsidy for distributed generation (dg) in the power of the sun. In the current model, if a home consumes up to 200 kilowatt-hours per month, and generates 150 kWh, with the solar panels, it will only pay 50 per kWh from the utility to the local energy; and that is what it was set up by resolution 482 of rio de janeiro.
The discount will be calculated upon the total amount of the bill. The idea is that the generators of solar power receive a discount only on the energy price, and by paying in full the fee for the use of the power grid — which is what has been called the “standard Sun”.
The agency (Aneel) has proposed that consumers, who have already taken the HULL to remain within the rules of the current to 2030, while new customers would have to pay for the cost of the network, and the costs incurred. According to the agency, as of today, these costs are shared by individuals and businesses that do not use the power of the sun.
Solar energy represents a 1.2% of the energy matrix in Brazil
The idea was not well-received in: solar energy is only starting to gain traction in Brazil, and accounts for only 1.2% of the national energy matrix, to the rear of hydroelectric power plants (by 61%) and to that of wind energy (up 8.7%). The measure has the potential to reduce the adoption of solar panels in the country.
The issue has become so controversial that the jair bolsonaro has threatened to dismiss those who comment on the application. “No more talk, I’m in the chair; someone to talk to, I demito, a red card,” he said. The chairman of the board, Rodrigo Maia (DEM-RJ), and of the Senate, David Alcolumbre (DEM-PA), promise to support bills that would prohibit the removal of the subsidy on the energy of the sun.
The Ministry of the Economy, he wanted to convince jair bolsonaro to get the benefit of the HULL; and the staff of the prime minister, Paulo Guedes, it is estimated that the subsidy cost of R$ 34 billion to consumers over the period to 2035. However, the matter seems closed.
According to Aneel, there are about 163 thousand units for producing micro-or mini-production in Brazil. The total installed capacity of approximately 2,000 MW, which is divided among the following sectors:

- public: 30.617 kW
- public service: 2.373 kW
- lighting: 179 kW,
In the commercial sector, the list is headed by the a Good Future for the Agriculture sector (16 MW), the company of the family of Maggi, and the Light (16 MW). The top 20 also includes banco Santander, Caixa Econômica Federal bank, Magazine Luiza, Lojas Americanas and the COMPANY.
